For the price to go up, the chain has to become useful to normies again. Normies aren't buying crypto anymore, they already got squeezed with shitty memecoins and NFTs (which is the best that crypto devs could come up with) a few years ago. Now they learned their lesson, so they spread the word amongst them that crypto is just a scam. This is why crypto has an abysmal reputation now. It will stay this way until it stops being just gambling + BTC.
